Can I apply for Portuguese citizenship from a D7 after 5 years?

Short answer: Yes — 5 years of legal residence + A2 Portuguese + clean record makes you eligible for naturalisation.

At year 5 (counted from your first residence-card date), you can file naturalisation at the IRN (Instituto dos Registos e Notariado). Requirements: A2 Portuguese (CIPLE exam), clean criminal record (Portugal plus countries of residence in the last 5 years), and continued ties to Portugal (address, tax filings).
